What training models are used by police to encourage patrol officers to use JRBs for early identification and early intervention? Is something included at the Police Academy for training new officers? There are various “police academies” around the state providing training to new officers. The issue of diversion and JRBs is covered as part of the overall training on police options and discretion. Because there is so much critical information that has to be covered during a recruit’s training, and since not every town has a JRB, the topic is not covered in any great detail at that point. As part of the officer’s recertification process (every three years), the topic of JRBs may be covered in a little more detail depending on the instructor.
The best way to ensure that your police understand your JRB is to speak to them yourself. Meet them at roll call, invite them to an open house, offer to let them sit in on a meeting, encourage them to become a member or at least prepare a brief brochure explaining what the JRB does, how it works, what cases are appropriate and how a referral is made and make that available to them.
Any JRB that would like me to accompany them when they speak with the police, I would be happy to do so.
